The United States has revised the scope of additional tariffs on Canadian goods, exempting plywood, bleached paper and paperboard from an extra 50% ad valorem duty. According to White House information dated October 23, 2026, the adjustment was made under Section 338 of the Smoot-Hawley Tariff Act and is intended to ease pressure on imports of certain building materials.
For the plywood trade, the immediate significance is the removal of a substantial additional tariff component from covered Canadian goods. The exemption concerns the extra 50% duty; it does not establish that these products are free of all other applicable duties or import requirements.

The first commercial effects could appear in import cost calculations and purchasing decisions. Removing the additional duty could make covered Canadian plywood more competitive for U.S. buyers, potentially influencing supplier comparisons and order allocation. Whether that translates into lower purchase prices will depend on how suppliers and importers reflect the tariff relief in their quotations.
The adjustment could also affect competition within North American plywood supply chains. If buyers increase orders from Canada, suppliers serving the same market from elsewhere may face changes in demand. A broader shift in global export flows remains a conditional outcome, however: the exemption alone does not establish that trade volumes will rise or that existing sourcing arrangements will change.
The clearest development to watch is whether the tariff change is followed by revised quotations and sustained purchasing shifts. Further official information on product coverage and implementation would also help businesses assess which shipments qualify. For now, the measure supports a narrower conclusion: the additional tariff burden on covered Canadian plywood has been reduced, while its effects on prices, supply and trade flows will depend on the market response.
